Regarding the homeless, who is going to speak up for the downtown merchants who are losing business every day because tourists are afraid to walk the streets downtown? I work as a tour guide and pick up people at all of the downtown hotels. They sometimes tell me that they would like to take a walk and do some shopping downtown, but they were uncomfortable or afraid to do so, because when they left their hotel, they didn’t get 50 meters before they were asked for money by two or three panhandlers.

Not all of the homeless are panhandlers, but many are. The practice is detrimentally affecting the economy of downtown Denver. It can’t be ignored.
