According to a probable cause statement for Simms, trouble started when he got into an altercation with a man that turned physical. Simms injured the man’s face, police say.
During that assault, according to investigators, a second man shoved Simms, at which point Simms pulled out a handgun and fired a bullet into the second man’s face.
The statement says Simms was arrested after a chase. Police say surveillance video from the area confirmed witness accounts of the shooting and that they found a gun in the area where Simms fled.
