Rick Perry, the “Oops!” secretary of the U.S. Department of Energy, wins the prize for this month’s most idiotic gaffe. Perry, one of Donald Trump’s many Cabinet secretaries appointed to dismantle the very agencies they head by their sheer ineptitude, said recently that fossil fuels would play a “positive role” in preventing rape in African villages: “When the lights are on, when you have light that shines, the righteousness, if you will, on those types of acts. … Fossil fuels is going to play a role in that.”

As has become quite apparent regarding Rick Perry, the lights are on but no one is home.
