Re: “Colorado lawmaker wants to stop discrimination against big dogs,” Jan. 23 news story.

House Bill 1126 — which would prevent HOAs and landlords from banning large dogs — is ill conceived. Apartment leases and community-association covenants constitute private contracts between parties. It is not appropriate for the state to dictate the terms of such contracts, so long as they do not conflict with previously adopted laws.

As a practical matter, large dogs do not belong in apartments and condominiums. They need to be in homes with yards. It is not fair to the animal to confine it to a small area for hours on end. And I wonder how many people actually take their canine companions for a walk three times a day. I do see a lot of folks standing in the common area with their dogs, waiting for them to do their business, and then returning to their unit, without actually having walked the poor dog.
