Budget discussions, 1994

“See why the budget has such a hard time getting passed?”

– the late Rep. Tony Grampsas, chairman of the Joint Budget Committee, after mistakenly reading aloud a $130 million school-finance figure as $130,000 in February 1994.

Rep. Gil Romero, D-Pueblo, a member of the Joint Budget Committee in 1994, would ritually forgo shaving between the time the bill was crafted and when the measure was passed.

During the 1994 session, he revealed the habits of other JBC members as the bill worked through both chambers.

“Sen. (Jim) Rizzuto told me he’s not going to bathe until the bill is out,” Romero said. “Sen. (Elsie) Lacy wasn’t to be outdone, so she’s not going to shave her legs. I turned to Rep. (Tony) Grampsas Friday and said, ‘What are you going to do?’ He said, ‘Well, as a Greek, I’m going to do something. But if I tell you, I’ll have to kill you.”‘

Rep. Dave Owen promised something different from his fellow JBC’ers. “With all these smelly people on the budget committee, I decided to be Mr. Clean, and I’ll change my underwear every day.”
