DURANGO, Colo.—The City Council has passed a resolution asking Congress to plan an orderly withdrawal of troops from Iraq.

The resolution passed on a 3-1 vote Tuesday, with Mayor Doug Lyon dissenting and Councilman Michael Rendon absent.

“Nobody asked me about the war in Iraq when I ran for City Council,” Lyon said. “I figure they didn’t ask me because they didn’t care. I didn’t think people wanted me to mess with that stuff.”

About 65 people attended the vote, with some overflowing from Council chambers into the lobby.

Some questioned whether City Council should speak for its residents on the war, while others suggested the resolution could demoralize troops. Others said the Council had to speak out against actions it saw as damaging.
