Gov. Bill Ritter’s property tax freeze for school mill levies has steered the state education fund off a course that headed toward insolvency, according to an analysis released Tuesday.

“The really important thing is that, should we have an economic downturn, we now will be able to continue funding education properly,” said Rep. Bernie Buescher, a Grand Junction Democrat and chair of the Joint Budget Committee. “There was a real risk we would not have been able to.”

The projected per-pupil state funding for next year is $5,286, an increase of $198 over this year. Total funding for school finance is expected to be $5.3 billion, up $275 million from this year.

The analysis predicts the fund will be solvent for at least the next 20 years.
