COLORADO SPRINGS, Colo.—Cyclist Stephen Alfred has been banned for life from USA Cycling-sanctioned events after refusing to take an out-of-competition doping control test, the U.S. Anti-Doping Agency said Tuesday.
Refusing a test without compelling justification is a doping violation under the rules of USADA and Union Cycliste Internationale, the international cycling federation. USADA said it was the third violation for Alfred, 40, of Capitola, Calif.
Alfred had tested positive for banned substances in 1998 and 2006, USADA said.
