SAN FRANCISCO — Frank Quattrone, the high-flying Wall Street banker whose career was stopped cold by an obstruction-of-justice charge, said Tuesday he is starting an investment bank that will focus on technology deals. His conviction in a second trial of interfering with an investigation into Credit Suisse’s handling of shares allocated during initial public offerings was tossed on appeal, and Quattrone reached a deal with prosecutors that cleared him.
