DENVER—A proposal that could lead to mandated health insurance for all Coloradans is advancing at the state Capitol.

The Senate Appropriations Committee on Tuesday voted 7-2 to back a measure (Senate Bill 217) that would ask health insurers to come up with basic policies for the uninsured.

If the governor backs some of those plans, the 2010 Legislature would consider requiring the uninsured to buy one. Lawmakers also would consider offering subsidies to people who can’t afford the coverage, a decision that could require a voter-approved tax increase.

The sponsor, Democratic Sen. Bob Hagedorn of Aurora, acknowledges that step would be difficult to do in an election year.
