SAN JUAN, Puerto Rico — A military lawyer sought Monday to delay the arraignment of a suspect in the Sept. 11 attacks, saying the government has made it impossible to prepare for a hearing at the Guantanamo Bay Naval base in Cuba.

Army Maj. Jon Jackson said the defense team does not have enough access to the detainee or to secure facilities where classified material must be reviewed for the first U.S. war-crimes trials since World War II. He asked a military judge to postpone the June 5 arraignment for Mustafa Ahmad Al-Hawsawi.

The defendant is accused of helping the Sept. 11 hijackers obtain money, clothing, travelers checks and credit cards.
