EUCLID, Ohio — President Bush says that if lawmakers were truly worried about reducing gas prices, they would allow oil drilling in waters off America’s coastlines. The president renewed his push for offshore drilling in an energy speech Tuesday to employees of a welding plant in Ohio. Bush has lifted an executive ban on offshore drilling, but it won’t mean much unless Congress lifts its ban, which appears doubtful.
