ELLICOTT, Colo.—Stray dogs in this community east of Colorado Springs have killed livestock and followed children, but a plan to use snare and steel-jaw traps to capture the animals is being opposed.

El Paso County commissioners said Friday they have received a deluge of e-mails from people concerned about an $8,000 plan to allow the U.S. Department of Agriculture to set up the traps in Ellicott.

Commissioner Amy Lathen on Friday said the plan to capture the animals was drafted last fall and revived this month after residents demanded action.

Colorado’s 1996 constitutional amendment banning leg-hold and instant-kill traps, snares and poisons allows government agents to trap “nuisance” animals 30 days per year.
