PARIS — France’s education minister says the secret to success is speaking better English. Xavier Darcos said high schoolers will be offered intensive seminars in English-language skills during school vacations in February and the summer. Darcos said it is a “handicap” to speak poor English. He made the comments on France’s TF1 television Monday.
