DENVER—The secretary of state’s office says the deadline for certifying ballot initiatives has ended, with 18 questions set for inclusion on ballots this fall.

The questions include a measure on declaring a fertilized egg a person, a proposed ban on affirmative action in state hiring and at public universities, and a proposal to tweak the Taxpayers’ Bill of Rights to allow excess tax funds to be used for education.

Secretary of State Mike Coffman announced Wednesday that another affirmative action initiative, one to ban affirmative action except in cases cleared by the courts, did not have enough valid signatures for inclusion.

The number of ballot questions is high this year, but in 1912, voters considered a record 32 statewide ballot measures.
