PARIS — A veterinarian turned politician was elected Wednesday to lead France’s Senate, making him first in line to take over the country’s presidency if Nicolas Sarkozy becomes incapacitated. Gerard Larcher, 59, a member of Sarkozy’s conservative UMP party, was a country veterinarian for 14 years before going on to serve in the Senate for 22 years. He is also a former labor minister.
