MCALLEN, Texas — A rural Texas sheriff resigned Monday after a federal indictment accused him of helping a Mexican drug cartel operate in his border county. Starr County Sheriff Reymundo Guerra pleaded not guilty Friday after being charged with 14 other people in what prosecutors described as a smuggling operation for cocaine and marijuana.
