DENVER—A Colorado-based business group has issued a report criticizing a carbon-trading plan offered by seven U.S. governors and four Canadian provincial premiers, saying it would be ineffective and would discourage investment.

The Western Business Roundtable report, issued Tuesday, took aim at the Western Climate Initiative. The report says the plan is based on “problematic assumptions.”

A spokesman for the climate initiative didn’t immediately respond to an e-mail seeking comment.

The Western Business Roundtable, based suburban Denver, includes CEOs and executives of organizations doing business in the West.

Members of the Western Climate Initiative are Arizona, California, Montana, New Mexico, Oregon, Utah, Washington, British Columbia, Manitoba, Ontario and Quebec.
