CARACAS, Venezuela — President Hugo Chavez on Thursday signed a constitutional amendment that will allow him to remain in office as long as he wins elections. The amendment to end term limits for all elected officials — approved by voters in a referendum Sunday — will take effect once it is published in Venezuela’s Official Gazette.
