GRAND JUNCTION, Colo.—Two Fruita police officers have been cleared of any wrongdoing in a traffic stop prior to a crash that killed an 18-year-old woman.

Samantha Loy of Grand Junction died Feb. 8 when she lost control of her car on Interstate 70. She was not wearing a seat belt and was ejected.

Loy had been pulled over for two minor traffic violations about 20 minutes earlier.

Officer Nick Peck’s report said he “did not observe any indicators of alcohol or drug impairment” at the time. Mesa County coroner’s officials said Loy’s blood-alcohol content was .195—more than twice the legal limit.

Police Chief Mark Angelo says Peck and Officer Josh Dove did everything “by the book” and would not be cited with misconduct.

Fruita is about 7 miles west of Grand Junction.
