DENVER—A developer that backed out of plans to build homes on the former Lowry Bombing and Gunnery Range will get $4.5 million from the state for work it did on the project.

Lend Lease Communities ended its agreement in January with the Colorado State Land Board to develop the site after saying it couldn’t identify a sustainable water supply for the area in a timely manner. That was one of the requirements for building on the state-owned land.

Lend Lease will be paid for its work in installments over the next two years. The State Land Board says the company’s plans and studies will be useful for any future ventures.

Lend Lease proposed building thousands of homes on 3,800 acres on the Lowry site east of Aurora, about 20 miles southeast of Denver.
