PORTLAND, Ore. — The city is renaming a street to honor Latino labor leader Cesar Chavez, ending a two-year wrangle that included charges of racism, government heavy- handedness and indifference to problems of residents and businesses along the road.
Latinos are Portland’s fastest-growing minority, but nothing was named for their heroes until the Portland City Council voted 5-0 Wednesday to rename 39th Avenue. Polls showed residents along streets considered to carry the Chavez name largely opposed it.
