DENVER—Colorado health officials are preparing for a big crowd as they consider making medical marijuana rules more restrictive.

The state health board is holding a hearing Monday on a proposal to limit medical marijuana providers to just five patients. It could affect dispensaries that have sprouted up to serve a growing number of patients across Colorado.

The board has scheduled seven hours to take testimony in a room that holds about 450 people.

Colorado voters allowed the use of medical marijuana in 2000 by passing Amendment 20.

The board voted to limit caregivers to five patients in 2004, but a Denver judge threw that out three years later because the limit was enacted without a hearing.
