SACRAMENTO, Calif. — Legislative leaders and Gov. Arnold Schwarzenegger agreed late Monday on a plan to close the $26 billion budget shortfall.
They announced the compromise after more than five hours of closed-door talks. It still must survive both chambers in the Legislature.
