KANSAS CITY, Mo. — All signs are pointing toward former Notre Dame coach Charlie Weis becoming offensive coordinator for the Chiefs.

Coach Todd Haley, a friend of Weis’, said Wednesday that he would be a “good fit” calling plays for Kansas City, and Weis later said “there is action going on” between him and the Chiefs.

“Until a deal is done, I really can’t say anything,” Weis said. “It’s not to be disrespectful of you or the Chiefs. I just think it’s really, really important for me, especially with the prospect of there being a relationship there, to make sure I handle this properly.”

Haley served as offensive coordinator during a rocky 4-12 season and does not want to continue wearing both hats. He and Weis became close friends when they shared a small office for three years as assistants with the Jets.

Harvin garners award

EDEN PRAIRIE, Minn. — Vikings receiver Percy Harvin, the 22nd overall draft pick in last April’s draft, was named The Associated Press 2009 NFL offensive rookie of the year.

Harvin, who had 60 receptions for 790 yards and six touchdowns, received 41 votes from the nationwide panel of 50 sportswriters and broadcasters who cover the league. Ravens tackle Michael Oher was second with six votes.

Also receiving votes were Broncos running back Know- shon Moreno, Eagles receiver Jeremy Maclin and Steelers receiver Mike Wallace, each with one.

Police in Charlotte, N.C., said they will not charge the fiancee of late Bengals receiver Chris Henry in connection with his death last month.

• Cardinals three-time Pro Bowl receiver Anquan Boldin did not practice because of a sprained left ankle and cornerback Dominique Rodgers- Cromartie was out with a bruised left kneecap.

• Pro Bowler Josh Cribbs said he is insulted by the Browns’ $1.4 million contract offer and it is “unlikely” he’ll play another game for the team.

• Bengals receiver Chad Ochocinco (knee) fully participated in practice and is expected to be fine for Saturday’s playoff game against the Jets.

• The NFL has adjusted instant replay rules to allow reviews of time remaining for the last play of each half or an overtime period in the playoffs. The adjustment will be limited to situations in which time expired before, during or after a play that ends a half or overtime.
