BOULDER, Colo.—A new policy at the Boulder County jail restricts inmates to sending mail on postcards without envelopes.
Boulder County Jail Division Chief Larry Hank says the jail is the first in Colorado with the policy.
The policy comes after jail officials said two convicted sex offenders managed to send letters to children.
Jail officials say inmates Gino Rael and Damien Whitehead sent the letters in envelopes that were stuffed inside other envelopes addressed to a third party, who forwarded the unopened envelopes to the children. The unopened envelopes didn’t have a stamp on the outside indicating they were from an inmate.
Hank says some jails in Oregon and Arizona also use the postcard system.
