NEW ORLEANS — Citing the need for “transformational change,” new Mayor Mitch Landrieu announced Wednesday that he was inviting the Justice Department to help restructure the troubled Police Department.
“We have a systemic failure,” Landrieu said.
There are at least eight investigations into accusations of brutality and unjustified killings at the hands of police, immediately after Hurricane Katrina and more recently.
