MOSCOW — A Russian rights ombudsman said Thursday that Russian and U.S. negotiators have agreed to set up licensed adoption agencies and allow monitors to visit the homes of adopted children as part of a new accord, but the U.S. State Department said no deal had been reached.
State Department spokesman Mark Toner said the Moscow talks would be extended an extra day, despite the ombudsman’s saying earlier Thursday that a breakthrough had been reached.
