DENVER—Democratic gubernatorial candidate John Hickenlooper is offering his plan to jump-start Colorado jobs programs.

The Denver mayor says he wants to build his jobs program in all 64 counties, coordinating them as a hub for small-business innovation.

Hickenlooper offered his plan Wednesday at the site of a new soft drink plant in Commerce City.

Hickenlooper’s plan calls for counties to coordinate local jobs programs with nine regional coordinators. They will work with the state to develop strategies to promote small businesses, which Hickenlooper says is the core of business development.
