WASHINGTON — President Barack Obama intends to use the congressional recess to bypass the Senate and appoint Dr. Donald Berwick, an expert on patient care who’s drawn fire from the GOP, to oversee Medicare and Medicaid, a White House official said Tuesday.
The official disclosed the recess appointment on condition of anonymity because it was not yet public. The appointment was expected to be made today, with lawmakers on their July Fourth break.
