AURORA, Colo.—Aurora police arrested a doctor they say approved medical marijuana recommendations to two undercover narcotics officers without physically examining them to determine whether they needed the drug.

Police say officers began investigating 69-year-old Manuel Aquino-Villaman after they “began encountering a disproportionate number” of people who said they were his patients. Police say Aquino-Villaman approved recommendations for medical marijuana for the two undercover officers after meeting with them for a few minutes.

Police arrested Aquino-Villaman Thursday at his office, Canna Health. He is free on $6,000 bail and faces charges of attempting to influence a public servant and conspiracy to distribute marijuana. He did not immediately respond to messages left at his office and a number listed for him.
