It’s safe to watch TV again. Not only has “Mad Men” returned to the small screen, tonight is the debut of Season 8 of “Project Runway” on Lifetime. And there’s a local talent to root for: Mondo Guerra, 32, a freelance designer who has won about every Colorado competition he’s been in. His penchant for wearing schoolboy shorts, saying funny things and whipping up colorful plaid outfits ought to make him competitive on the show, which has a record 17 designers starting out this season.
