DENVER—La Plata officials are taking a cautious look at plan to reduce greenhouse-gas emissions to 80 percent of 2005 levels.

The La Plata Climate & Energy Action Plan proposes 42 possible actions to cut greenhouse gases. They include green-building codes, automobile emissions testing and water-conservation ordinances.

City councilor Doug Lyon said implementing the plans by 2050 could make energy expensive and force companies to move offshore.

Mayor Christina Rinderle favors manageable measures and said the city should do what it can.
