ASPEN, Colo.—The Aspen utility department is asking for another $1 million to finish a water project to a proposed hydroelectric generator.

Utilities director David Hornbacher says the cost of the pipeline increased because the pipeline had to be rerouted numerous times to get around utility lines the city didn’t know were there.

The pipeline runs from Thomas Reservoir to the site of the proposed Castle Creek Energy Center and will cost more than $8 million.
