In preparation for next week’s critical second reading of ballot measures about Boulder’s energy future, the City Council met Tuesday night to refine their goals for the Nov. 1 election.

Last week, the council unanimously approved the first reading of two ballot questions. One would ask Boulder voters to authorize the city to end its longtime relationship with Xcel Energy in favor of forming a municipal utility and to issue bonds to pay for it.

A related question would ask voters to double the existing Climate Action Plan tax — which is set to expire in 2013 — from 0.49 cents per kilowatt hour to 0.99 cents per kilowatt hour.
