TOKYO — North Korea is developing a new mid-range ballistic missile that could reach as far as the U.S. territory of Guam, Japan’s Defense Ministry said in an annual report released Tuesday. Japan is also concerned with China’s increasing naval activity in the waters surrounding its shores and is taking measures to bolster its coastal defenses, the report said.
