Microsoft Corp. took strides Tuesday to encourage software developers to write applications for a next-generation operating system, an important part of its campaign to move its flagship Windows franchise into the fast-growing mobile realm.

Steven Sinofsky, president of the software giant’s Windows Division, gave developers a preview of Microsoft’s coming Windows 8 operating system, which extends many features of the Windows Phone 7 system into the world of conventional computing.
