BOULDER, Colo.—Boulder officials say voter approval of a plan that will allow the city to break from Xcel Energy and create a municipal utility could take years and may not happen at all.
Planning director David Driskell says the vote is only a step in the process.
According to the Boulder Daily Camera ( ), city attorney Tom Carr says Boulder has the legal authority to acquire Xcel’s local distribution system by condemning it and paying Xcel, but that process could take a long time.
