DENVER—The Colorado Waste Tire Advisory Committee wants to close a loophole in a program designed to encourage recycling of used tires.

The program is funded by fees consumers pay on new-tire purchases. Lawmakers want to get rid of the fees or help companies develop or invest in technologies that make use of scrap tires.

According to the Denver Post ( ), the state has continued to pay tens of thousands of dollars a month to the owners of a dump near Hudson for doing little more than dumping shredded tires on the ground.
