DENVER—A new report says about a third of Colorado residents need mental health or substance abuse treatment, but programs are underfunded.

The report was commissioned by four organizations that advocate for health care.

According to the Denver Post ( ), the fragmented system has improved over the past decade.

The report says about three in 10 Coloradans, or about 1.5 million people, need mental-health or substance-abuse treatment.
