BRIGHTON, Colo.—The former owner of a paving company accused of overbilling Adams County for road work, some of which allegedly was never done, has been convicted of 23 counts, including theft.
Prosecutors said Monday that 64-year-old Jerry Rhea, formerly of Quality Paving and Quality Resurfacing, was convicted of 10 counts of theft, 10 counts of conspiracy to commit theft and three counts of attempting to influence a public servant.
Last month jurors convicted former Quality Paving Vice President Dennis Coen of 62 felonies including theft in the case. Two more former county officials are awaiting trials, and a former county road inspector and a former Quality Paving official have pleaded guilty to lesser criminal charges.
Rhea is scheduled to be sentenced April 26.
