DENVER—A Denver man says he was arrested and shackled to a hospital bed after police learned he had a citation for not having a dog vaccination.

Police were checking out a knife threat against Randy Sloan when they learned Sloan had a warrant for his arrest for failure to appear in court on a citation. Sloan had chest pains and was rushed to a hospital, where he was restrained.

Court records show Sloan was wanted for failure to vaccinate his dogs and not having a dog license.

According to KCNC-TV ( ), only 20 percent of dog owners and 2 percent of cat owners living in Denver obtain the required license.

Under new Denver policies, a collection agency will be looking for violators instead of police.
