JEFFERSON COUNTY — A state panel Monday found that former county Commissioner J. Kevin McCasky violated Colorado ethics code by voting for a $400,000 contribution to an economic-development council after he applied for a job as its executive director.

McCasky got the job heading up the Jefferson Economic Council on Jan. 11, 2011, after voting in December 2010 — along with the other two county commissioners — to give the council $400,000 in 2011. It was an increase of $20,000 from the county’s contribution the previous year.

The Colorado Independent Ethics Commission voted 2-1 that McCasky improperly took official action that benefited the economic interests of a business or other undertaking in which he he had a substantial financial interest.

The only penalty for McCasky’s conduct, however, is the finding of the violation.
