Arizona Gov. Jan Brewer is that would allow business owners with strongly held religious beliefs to refuse service to gays.

Many conservatives believe the legislation protects the rights of business owners to express their religious beliefs, while Democratic legislators who voted against the bill said it was designed to allow discrimination against gays.
