A would ban the sale of low-efficiency plumbing fixtures by 2016.
The measure would require that all new toilets, faucets and shower heads sold in the state meet a federal low-flow standard. People with older fixtures in their homes would not be required to purchase new ones.
According to an official at Denver Water, the measure could eventually save enough water for 150,000 households.
Some legislators, however, argue that it is an imposition on personal freedoms.
