COLORADO SPRINGS, Colo. (AP) — The Colorado Springs Ethics Commission is investigating whether City Councilwoman Helen Collins took part in a property deal to help anti-tax activist Douglas Bruce avoid paying a court judgment.
The Colorado Springs Gazette reported Friday (http://tinyurl.com/lr9vqw4) city officials allege Bruce transferred a condo to Collins so it couldn’t be used to pay $7,600 Bruce owes the city.
A judge ordered Bruce to pay the money in 2013 after Bruce unsuccessfully sued the city alleging improper spending. He has appealed.
Collins and Bruce say the investigation is an attempt to make her look bad during a campaign to recall her.
Bruce wrote the Taxpayer’s Bill of Rights, a tax-limiting constitutional amendment approved by voters in 1992. He served 103 days in jail in 2012 after he was convicted of tax evasion.
