Westminster police are trying to find the owner of an Australian Shepherd found running just after 6 a.m. Wednesday morning with its neck and snout wrapped with electrical tape.
Joerg Skomrock said he had just arrived at work when he spotted the dog near West 75th Avenue and Knox Place.
“I just saw a shiny reflection,” he said. “It looked like a guard.”
When Skomrock approached the dog, he realized it was tape.
