DENVER (AP) — State regulators have opened hearings on proposed rules to give local governments more of a say in where large oil and gas facilities are located.
The proposals under discussion by the state Oil and Gas Conservation Commission on Monday were intended to reduce conflicts that arise when drilling rigs and storage tanks pop up near homes, schools and businesses.
But the proposals themselves are controversial. Some of the first witnesses to testify said the rules were so narrowly drawn that few drilling rigs and tanks would be covered.
Others said the rules limit the negotiations to energy companies and government, shutting out the property owners involved.
Energy companies are expected to testify that the rules go too far and will hurt a vital Colorado industry.
The hearings continue Tuesday.
