Homeowner associations (HOAs) should have every right to have dog restrictions. Someone needs to stand up for peace and quiet for folks living in the small-yard subdivisions in the Denver area. An owner with a well-behaved dog should not have the burden of constantly complaining to authorities about their neighbors’ dogs’ behavior. The problem is not the dogs, but that of rude or lazy dog owners who do little or nothing to control the behavior of their dog and give all dogs a bad name. I would love to enjoy my yard and open the windows at night in summer to enjoy the cool night air. I wish my HOA had rules about barking dogs — and progressive fines that were enforced.
