DENVER—Gov. Bill Ritter has appointed attorney James Tarpey to fill an unexpired term on the Public Utilities Commission.

If confirmed by the state Senate, Tarpey would replace Carl Miller, who announced this week he will retire in January, a year before his term expires.

Tarpey works for the Holland and Hart law firm on energy, utility and regulatory issues.

He is Ritter’s second appointment to the three-member commission. Ritter appointed the current chairman, Ron Binz, in January. Ritter will soon appoint the third member when Commissioner Polly Page’s term ends next month.

The commission regulates Colorado’s investor-owned gas, electric and telecommunications utilities, as well as railroads and motor carriers.
